যারা ন্যাশনাল ব্যাংক থেকে হাজার হাজার কোটি টাকা নিয়ে গেছে তাদেরকে আমরা চিহ্নিত করেছি। সেই টাকাগুলো উদ্ধারের জন্য কেন্দ্রীয় ব্যাংক এবং আন্তর্জাতিক সহায়তায় কার্যক্রম চলমান রয়েছে। আগামী সপ্তাহ থেকে আমরা এটাচমেন্ট (আদায়ের মাধ্যমে সমন্বয়) শুরু করে দিব। আশা করি আগামী তিন মাসের মধ্যে ন্যাশনাল ব্যাংক ঘুরে দাঁড়াবে।

বৃহস্পতিবার ন্যাশনাল ব্যাংকের প্রধান কার্যালয়ে আয়োজিত এক সংবাদ সম্মেলনে এসব কথা বলেন ব্যাংকটির পরিচালক মোয়াজ্জেম হোসেন।

ব্যাংকটির চেয়ারম্যান আব্দুল আউয়াল মিন্টু বলেন, আতঙ্ক এবং গুজবে ব্যাংক খাত থেকে আস্থা হারিয়েছেন আমানতকারীরা। এ খাতে অনিয়ম ছিল না তা বলবো না। ব্যাংকিং খাতে বহুমাত্রিক ও বহু পাক্ষিক অনিয়ম হয়েছে।
তবে ন্যাশনাল ব্যাংকে এখন আন্তর্জাতিক এবং দেশীয়সহ পাঁচটি অডিট ফার্ম কাজ করছে। তাদের প্রতিবেদনের উপর ভিত্তি করে পরবর্তী করণীয় আমরা নির্ধারণ করব। আমি এতোটুকু নিশ্চিত করতে পারি এতদিন যত অনিয়ম হয়েছে এখন তা সম্পূর্ণরূপে বন্ধ। এখন আমরা অবলোপন থেকে এবং মন্দ মানে খেলাপি হয়ে যাওয়া ঋণ গুলো আদায়ের চেষ্টা করছি। পাশাপাশি বৈদেশিক বাণিজ্য বৃদ্ধি এবং রেমিটেন্সের উপর জোর দিয়েছি।
কেন্দ্রীয় ব্যাংকের সহায়তায় খুব ওই ঘুরে দাঁড়ানোর আশা ব্যক্ত করেন চেয়ারম্যান।

লিখিত বক্তব্যের মাধ্যমে তিনি আরো জানান, দেশের কঠিন সময়েও ন্যাশনাল ব্যাংক দেশের অন্যতম গুরুত্বপূর্ণ খাত গার্মেন্টস শিল্প ও কারখানা গুলোর পাশে সক্রিয়ভাবে কাজ করছে। বিশেষত এলসি সুবিধা প্রদান সহ গার্মেন্টস কর্মীদের বেতন ভাতা সময়মতো পরিশোধ নিশ্চিত করায় ন্যাশনাল ব্যাংক সদা সচেষ্ট। এর পাশাপাশি দেশের অর্থনীতিকে সচল রাখতে বৈদেশিক লেনদেনের ক্ষেত্রেও ন্যাশনাল ব্যাংক সচেষ্ট। নেশনাল ব্যাংক এই অক্টোবর পর্যন্ত ৯০০ কোটি টাকার খেলাপি আদায় করেছে এবং চলতি বছরের মধ্যে আরও ৪০০ কোটি টাকা আদায়ের প্রক্রিয়া চলমান রয়েছে বলে জানিয়েছেন তিনি।
উল্লেখ্য, গত ২০ আগস্ট বেসরকারি ন্যাশনাল ব্যাংকের পরিচালনা পর্ষদ বিলুপ্ত করে দেয় বাংলাদেশ ব্যাংক। ন্যাশনাল ব্যাংকের আগের পরিচালকদের অনেকেই চট্টগ্রামভিত্তিক ব্যবসায়ী গোষ্ঠী এস আলম গ্রুপের নামে-বেনামে থাকা বিভিন্ন প্রতিষ্ঠানের প্রতিনিধি ছিলেন। ফলে কেন্দ্রীয় ব্যাংকের এই পদক্ষেপের মাধ্যমে ব্যাংকটিকে এস আলম গ্রুপের হাত থেকে মুক্ত হয়েছে বলে মনে করা হচ্ছে।
বাংলাদেশ ব্যাংকের তথ্য অনুযায়ী, গত ডিসেম্বর পর্যন্ত ন্যাশনাল ব্যাংকের বিতরণকৃত ঋণের পরিমাণ ছিল ৪২ হাজার ২৭০ কোটি টাকা। এর মধ্যে খাতা-কলমে খেলাপি হয়ে পড়েছিল ১২ হাজার ৩৬৫ কোটি। বিতরণকৃত মোট ঋণের ২৯ শতাংশ। প্রকৃতপক্ষে ব্যাংকটির খেলাপিরিন আরও বেশি বলে অভিযোগ রয়েছে। কেন্দ্রীয় ব্যাংকের তথ্য মতে ব্যাংকটির প্রভিশন ঘাটতির পরিমাণ বর্তমানে ১১ হাজার ৬৯৮ কোটি।
